Debate: Council discussed prior efforts at mediation, trustee willingness to consider expanding an adjacent parking lot, and whether restricting parking would displace vehicles into nearby streets. Police Chief Richard McCabe told council the proposal originated from officers who had responded repeatedly to neighborhood disputes and that enforcement would be discretionary in unloading or short-term patient-access situations. Several residents who addressed the council during public comment said the restriction would help emergency access.
Vote: The resolution passed with the following recorded votes — Suzanne Sauter: Yes; Joseph Day: No; Andrew Zelt: Yes; Norman Zubaka: Yes; Brian Madaway: No — creating a 3–2 majority in favor of the restriction.
Appointments: The council also unanimously approved resolution 2026-14 to reappoint David Atherton to the Municipal Services Commission following positive remarks about his diligence and service.
No additional spending was authorized under either item tonight; trustees and staff will continue discussions about expanding adjacent parking and staff offered to provide mediation and follow-up.
