Northumberland Electoral Board approves special election canvass, documents procedural errors and schedules reconvened session

The Northumberland County Electoral Board met April 22 at the Registrar’s Office in Heathsville and reviewed precinct canvass materials for a recent special election, approving results for five districts and confirming absentee and early-voting tallies.
Board members opened and inventoried District 1 precinct envelopes (2A and 2B), verified signatures, added paper pollbooks to Envelope 2B, and approved the results for 500 voters, then resealed the envelopes. The board proceeded to District 2, where it approved results for 479 voters and documented administrative procedure errors and corrective actions taken. District 3 results for 325 voters were approved after the board noted one voter registration had been checked in by mistake; the incident was documented and determined to have had no impact on the election outcome.
The board reviewed District 4 and District 5 canvass materials, approving results for 673 and 705 voters respectively and recording mitigation steps for administrative procedure errors. In the absentee (mail) ballot review, the board confirmed that 355 ballots were scanned and 2 were hand-counted according to accepted procedures; three mail ballots were not accepted due to improper or incomplete submittal by the voters. In-person early voting precinct envelopes were opened and approved for 3,352 voters.
The board then entered a closed session to consider provisional ballots; no decisions were reached during that session and members recorded that additional research would be required before any determinations could be made. The meeting was suspended and scheduled to reconvene at 2:00 p.m. on April 24 for the closed-session continuation; Secretary Wayne Hausser was noted as possibly joining telephonically.
