At its March 3, 2026 meeting, the Anson County Board of Commissioners handled multiple administrative actions and updates.
Payroll review and system exploration: Manager Leonard Sossamon, Human Resources Manager Roslynn Ingram and Finance Director Holly Martinez-Borja explained recent Paylocity payroll delays that affected the timing of bank deposits. The Board directed cross-training within Finance so another staff member can submit payroll if needed, and Commissioner Jarvis Woodburn moved (seconded by Commissioner Lawrence Gatewood) to explore a different payroll system for the county over the next few years; the motion carried unanimously.
Wrecker fees: The Board approved a 40% increase to the State Highway Patrol wrecker rotation fee schedule after a motion from Commissioner Kyle Leary, seconded by Commissioner Lawrence Gatewood.
Grants and property sales: The Board approved applying for an Asset Inventory and Assessment (AIA) — Asset Management Plan grant for water/wastewater infrastructure and approved a resolution to sell two parcels (PINs 6474-12-97-1471 and 6474-08-97-1656) via GovDeals after a motion from Commissioner Gatewood.
Animal shelter and community items: Chris Morton of the Friends of the Animal Shelter announced the shelter would reopen for full intake on March 4, 2026; the Board discussed delayed check processing and asked the Friends to submit invoices for the remainder of the year. Assistant County Manager/Planning Director Nick Addison updated the Board on town-level condemnation/blight work in Wadesboro, reporting approximately 200 dilapidated structures identified and an anticipated revision to the town’s blight ordinance in three to four months.
Financial releases and refunds: The meeting materials included tax releases totaling $5,621.90 and vehicle tax and tag refunds totaling $2,055.13 for February 2026; those items were recorded on the consent agenda.
Closed session: The Board entered and exited closed session to consult with the attorney under North Carolina General Statutes 143-318.11(a)(3).
Several items will require follow-up by staff, including payroll implementation details, negotiation of the Atrium transport operating agreement, and any budget adjustments resulting from the COLA and other approvals.
