Board approves road vouchers, budget amendment and highway-truck snow-equipment bid

The Humboldt County Board of Supervisors approved payments on two road-project vouchers, moved budget money to cover recent equipment repairs and purchases, and accepted a highway-truck bid for new snow-removal equipment.
Staff presented voucher number 2 for Project P19 South of Highway 3 for $309,397.66 and voucher number 2 for Project P19 North of Highway 3 for $351,327.94. Both vouchers were moved, seconded and approved by the board after brief discussion focused on flaggers, mobilization and DOT billing rules.
In a related budget action, staff proposed a secondary budget amendment to carry forward $350,000 for a Mack truck with snow equipment from last year, add $100,000 for bridges and culverts (including purchased 36- and 48-inch steel "rail car" culverts to replace wood box culverts) and increase the equipment operations line by $100,000 to cover several large repairs. The presenter said the rail-car culverts were cheaper per installed length than 50-foot sections of concrete pipe and that county crews had successfully installed similar culverts in several locations.
The board then considered three snow-equipment bids; staff described differences in light packages, tailgate sander cleanout and delivery timing and recommended the highway-truck supplier despite prior delays. "My recommendation would be to stick with highway," the presenter said, noting highway-truck delivery estimates in Q1 2027 versus later delivery windows from other vendors. The board moved to accept the highway-truck bid (presented in staff materials as $146,811) and the motion carried.
Board members also discussed trade-in offers and the possibility of applying for a federal emissions reduction program for two trucks if funding is announced. The budget amendment and the voucher approvals were recorded as adopted in roll calls and voice votes during the meeting.
