OSTAC hears Plaster Reservoir odor causes; staff pursuing floodplain-study funding and stakeholder outreach

Judy Hammer, Principal Planner, said golf-course runoff and fertilizer stagnation are a large part of the smell at Plaster Reservoir. Brian Genge added that bio-load and algae blooms also contribute to the odor. Kristan Pritz, OST Director, said staff are taking steps to address the issue, including planned outreach to the golf course manager and the Broadlands board, and noted there is funding under consideration for a Plaster Reservoir floodplain study.
No formal regulatory action was taken at the meeting; staff characterized the next steps as stakeholder outreach and study planning. Committee members asked follow-up questions about local contributors to the odor; staff will report further as the floodplain-study funding and scope are finalized.
