61 Waverly 40B developer won’t add sidewalk but will replace culvert pipe; committee cautioned on traffic impacts

Doug Small briefed the Roadway Traffic Study Committee on March 24 about the 61 Waverly Street 40B project and its potential traffic impacts near the Public Safety Building.
Small said the development could add over 300 vehicles to morning and afternoon peak traffic at the Union Street/Waverly Street intersection adjacent to the Public Safety Building. He reported the developer was not willing to construct a sidewalk along Waverly Street to the town line, but did offer to replace an approximately 200-foot stretch of pipe under Waverly Street to address runoff and culvert issues.
Small told the committee that the Zoning Board of Appeals (ZBA) review is nearly complete and that the Conservation Commission will be the next reviewer. Committee members discussed possible conditions, including requiring a traffic study or sidewalk condition, and Chair Joseph J. Magnani said he would discuss the matter with Town Council and other boards as appropriate.
Next procedural steps identified in the minutes: ZBA review completion, Conservation Commission review, and follow-up by the chair with Town Council regarding whether traffic-study or sidewalk requirements should be attached to approvals.
