Board delays most charter renewal votes after INI presents new oversight plan

Acting chief portfolio officer Conrad Timber (Office of Innovation & Incubation) led a detailed presentation of the SY26 renewal cohort, saying renewal “is one of the district’s most important accountability tools.” INI staff described a new continuous improvement framework that adds a Financial Early Warning System, three‑year financial projections and mid‑cycle performance reviews to catch problems earlier than past renewal cycles.
Sabrina Evans, INI’s director of innovation and incubation, said the cohort includes seven operators and 16 campuses serving 8,307 students, and stressed the recommendations are evidence‑based across four domains: academic, financial, inclusive programming and organizational compliance. Rochelle Washington reviewed site‑visit findings and renewal ratings that underpinned term‑length recommendations.
Several board members said the new mid‑cycle financial checks and the contractual language governing replicating charters required more specificity before the board acted. Member Zach Orr moved to postpone multiple renewal items to the board’s next meeting, saying members had received some additional memos only on the day of the meeting and needed time to confirm that the early‑warning tools had “real teeth.”
On closely contested floor votes, the board granted postponements for the bulk of the renewal cohort. Several motions to postpone carried by narrow margins (most recorded 11 ayes, 8 nays on the individual postponement motions). Board members who opposed postponement warned that delaying votes as students head into summer creates anxiety for families and staff.
INI officials said the mid‑cycle review will include enrollment trend monitoring, spending versus budget variances, debt covenant and cash‑flow indicators, and that the district will work with national experts and operators to finalize metrics in FY27. The office also noted plans for additional site visits, interim scorecards and ongoing operator support.
