County Judge Keith Mudd opened the meeting at 10 a.m. in the Lavaca County Commissioners' Courtroom in Hallettsville and led the invocation and pledges. He also asked for prayers after announcing the recent death of Coach Jerry Bonewald.
The court unanimously approved an FY 2026 Wildlife Damage Management and Predator Control Field Agreement with the Texas Wildlife Damage Management Association, Inc.; the motion was moved by Commissioner Dennis W. Kocian and seconded by Commissioner Kenny W. Siegel (Court Order 19699).
In the most substantial procurement, the court approved a BuyBoard purchase from Atmax Equipment for Precinct 2 in the amount of $327,731.08. Commissioner Wayne Faircloth presented the quote and moved approval; the motion carried unanimously (Court Order 19702). The court also approved the purchase of a 2024 New Holland Powerstar 110 tractor (Serial No. ELRT5 110PRLE50327) for Precinct 2 at a sale price of $81,773.90, a motion moved by Faircloth and seconded by Commissioner Edward Pustka (Court Order 19703).
The court approved routine property actions: declaring a 2009 Toshiba E Studio 225 (tag 000356) from the Annex courtroom as surplus (moved by Commissioner Kenny W. Siegel; Court Order 19700) and transferring county vehicles between offices. Commissioner Faircloth moved to transfer a 2020 Ford Explorer (VIN 1FM5K8AB0LGC52546) from the Sheriff's Office to the County Judge's Office and a Ford F‑150 (VIN 1FfFW1E55MFB80582) to Precinct 2; both motions were approved unanimously (Court Orders 19705 and 19706).
The court authorized travel for an IT department employee, Michael Wick, to attend Genetec training in Washington, D.C.; that out‑of‑state travel was approved by unanimous vote (Court Order 19701).
Not every agenda item resulted in action. Commissioners discussed but took no vote on a proposed modification to the Lavaca County Road Bond and Routing Agreement; the item was tabled and referred to county counsel. County Judge Mudd also outlined the 2025–26 budget process and said he hoped to have the proposed budget posted online by Aug. 1, 2025; the court addressed several budget questions but made no formal decisions.

Commissioner Edward Pustka presented a retirement plaque to Donald Muehr for 20 years of service to the Precinct 1 Road and Maintenance Department; the court recorded the presentation (Court Order 19704). The meeting concluded with approval of the consent agenda, which included minutes, tax and investment reports, claims/payroll and various departmental reports (Court Order 19707).
