Pittsburg County approves juvenile detention services agreement with Creek County at $95 per day

On May 18 the Pittsburg County commissioners approved a detention‑services agreement with the Creek County Juvenile Detention Center for Fiscal Year 2026–2027. Chairman Ross Selman said the contract sets the daily rate at $95.00 per child.
The contract (effective July 1, 2026, through June 30, 2027, with renewal options) assigns several operational responsibilities to the user county: filing petitions within five judicial days, using detention‑screening guidelines prior to admission, providing medical clearance for juveniles under the influence of drugs or alcohol, bringing prescribed medications at admission and arranging transportation to and from the Creek County facility. The agreement also requires the user county to provide copies of written detention and release orders and to arrange judicial proceedings and Office of Juvenile Affairs services for its juveniles.
The agreement includes a stop‑loss/insurance requirement and a liability allocation clause: the user county must provide a certificate of insurance sufficient to meet liability limits under the Oklahoma Governmental Tort Claims Act (51 O.S. § 151 et seq.). It also allows Creek County to bill additional costs such as deputy transport time and mileage and to seek reimbursement for damages caused by a juvenile.
Commissioners voted to approve the contract by motion; the transcript records the motion and a unanimous vote. The agreement contains standard administrative and termination provisions, including 30‑day termination for convenience and termination for cause.
