ECISD board approves pools and contractors for roofing, TLC and other projects; authorizes large purchases

During its June 24 meeting, the Ector County Independent School District board approved a long slate of procurement actions covering routine purchases and large, bond‑funded projects.
Staff presented 34 regular purchases over $50,000 for approval, including Calpine Corporation for electrical/utility services, City of Odessa water/sewer services, pools for HVAC and supplemental special‑education services, testing and assessment providers, fencing and electrical services, and maintenance/transportation pools. Trustees asked clarifying questions about how some consultant pools work and whether bilingual testing needs at specific campuses were being addressed; staff said they would follow up with additional details.
The board also approved six bond‑funded purchase requests: a $15 million roofing consultant pool (Bluefin and PBK), two roofing contracts (Tyner and Tyner Construction totaling roughly $17.36 million combined), a construction manager‑at‑risk contract for Permian High auditorium renovations (~$9.895 million), construction services for the Transition Learning Center (Penthorn Commercial Construction, ~$6.195 million; contract pending), asbestos abatement contracts required before some bond work, and supplemental bond‑funded electrical services. Staff said much of the roofing work responds to last year’s hail damage and that bond funds and insurance recovery will be used where appropriate.
Trustees approved renewals, pooled contracts and the bond purchase slate by motion and voice vote. Staff noted that some contracts were presented as pools or renewals to allow district departments to issue purchase orders quickly once budgets are in the system.
The approvals clear the way for multiple capital and maintenance projects to proceed this summer and early fall; staff said some contracts are contingent on final contract completion and required abatement work.
The board also authorized an extension with the Choice Partners cooperative purchasing program to continue using interlocal purchasing advantages for several procurement categories, including school nutrition.
