The board’s resolution to award the project authorizes the county engineer to execute the contract with Herberger. The DOT project documents set liquidated damages, a 60‑work‑day schedule and include a Section 404 notification, storm‑water pollution prevention plan (SWPPP) and traffic‑control instructions for a full road closure and local traffic maintenance during construction.
