Liberty County elections office readies for May primary; board votes to omit "Elections" on county vehicle

Supervisor Ronda Walthour told the board that Logic and Accuracy testing began April 20 and that more than 100 absentee ballots had been processed. She said the office had deployed 14 Ballot Marking Devices across early voting locations and that, as of 4:00 p.m. on April 27, roughly 200 electors had been processed — a turnout the office characterized as stronger than the previous primary. Walthour said the office would determine whether early tabulation was necessary once final absentee counts were known and gave tentative early-tabulation dates of May 11 or May 13; she asked board members to remain on standby.
Walthour also briefed the board on proposed State Election Board rulemaking (rules cited in the record as 183-1-6-.07 and 183-1-12-.11(2)(a)). Chairman John McIver reported that HB1547, which affects staggered board terms, had passed the legislature and was awaiting the governor’s signature.
On vehicle branding, Walthour said county leadership had directed departments to wrap county vehicles with a county logo and department name. Citing safety concerns about explicitly labeling an elections vehicle, she recommended omitting the word “Elections.” Board member Sharon Terry moved to wrap the elections office vehicle without the Elections label for security reasons; Jeffrey Porter seconded the motion, which passed unanimously.
The board approved Walthour’s request to attend National CERA Certification training and graduation in Kansas City, Missouri (Aug. 19–23), at an estimated cost of $2,761.48 covering conference fees, lodging, air travel and per diem. The board also approved the March 2026 financial report and set the Certification and Consolidation meeting for the May General Primary on Tuesday, May 26, 2026 (May 25 being a federal holiday).
Walthour reported April 2026 voter statistics for Liberty County: Active voters 38,265; Inactive voters 6,264; total eligible voters 44,529. The GARViS report was unavailable at the meeting due to a system update.
With no public comments, the board adjourned at 4:53 p.m. The next meeting and the election certification are scheduled for 4:00 p.m. Tuesday, May 26, 2026, at the Liberty County Historic Courthouse Multipurpose Room.
