Engineer outlines Rotary Park, outfall extensions and $2 million-eligible storm sewer project

Andrew Mactagg, representing de Blasio and Associates Engineering, presented the engineer's report and gave timelines and permit statuses for several Lower Township infrastructure projects.
Mactagg said Rotary Park renovations are in the final design stage with public bidding expected later in October. He reported the Bay Outfall Extensions: contract 1 began Oct. 15 with expected completion in February 2026, and contract 2 was scheduled for public bidding Oct. 22 with a Nov. 13 bid opening and anticipated completion before April 1, 2026. Ridgewood Avenue reconstruction has been awarded (award noted at the Oct. 6 council meeting) and a preconstruction meeting will be scheduled pending NJDOT approval.
On permitting, Mactagg said the David Douglas Senior Memorial Park renovation required multiple permits (NJDEP CAFRA, freshwater wetlands transition-area waiver) and that the Army Corps Section 408 permit was filed Aug. 8. He said the municipal pool building is in final design with public bidding anticipated in early November and that several resurfacing and paving jobs (Beach Avenue, Cardinal Avenue) are near completion.
Significant funding news included a report that the Lincoln Boulevard and Arctic Avenue storm sewer replacement project was found eligible for approximately $2,000,000 in principal forgiveness grant money from the New Jersey Infrastructure Bank; survey work is in progress and design will follow.
Mactagg closed by listing additional project schedules (Lehi Mulligan sports complex pump station to be rebid, Bayshore Road pickleball courts nearing completion) and invited questions; no questions were raised at the meeting.
The council heard the report without taking action; staff will proceed with bidding and permitting steps and return with updates as projects progress.
