Henderson adopts small-cell wireless ordinance ahead of April 15 deadline

The Henderson City Council voted April 8 to adopt a small-cell wireless facility ordinance (Ordinance 19-15) intended to establish aesthetic standards for placement of small-cell wireless equipment within city limits.
City Attorney D. Rix Edwards said the ordinance needs to be in place by April 15 and posted on the City's website; Edwards cautioned the ordinance may require future tweaks but emphasized the immediate need to meet the deadline. City Manager Frank Frazier apologized for not including the full ordinance in the agenda packet and explained that the Municipal Attorney’s Conference guidance prompted bringing the ordinance forward on short notice. Council Member Melissa Elliott moved adoption; Council approved the ordinance and directed staff to post it publicly and make any necessary technical amendments later.
The ordinance is intended to guide siting and aesthetic treatment of small-cell infrastructure while allowing the city to meet state or federal timelines; Council members indicated they expect to review any tweaks in future meetings.
