Henderson council tables rezoning for three Dabney Drive/Lynne Avenue parcels over traffic concerns

Henderson Mayor Eddie Ellington presided over a public hearing on April 8 on Ordinance 19-01, a request to rezone 1337 and 1343 Dabney Drive and 1511 Lynne Avenue from Office Institutional and R-8 residential to B-4 Neighborhood Commercial. The hearing drew applicants’ representatives and neighborhood opposition.
Development Services Director Corey Williams summarized the application and noted outstanding traffic concerns, including the absence of preliminary NCDOT plans for Dabney Drive. Harold Frazier of Frazier Realty, speaking for the petitioner, said the applicants had a verbal agreement with the mall owner for ingress and egress and estimated the proposed business could bring "upwards of 50 jobs" to the community. Joe Lancaster, also representing the petitioner, said an engineering plan would be developed to meet zoning, planning and fire-department standards.
Residents Linnoya Williams–Royster and Cordell Royster opposed the rezoning, raising safety concerns for elderly residents and children and urging Council to require traffic be diverted into the mall or for NCDOT to provide a traffic signal on Lynne Avenue. Williams–Royster said she is "not opposed to growth but has a strong concern when it will affect her neighborhood." City Attorney D. Rix Edwards reminded Council to consider the rezoning in its full zoning context rather than becoming overly site-specific.
Council Member Sara M. Coffey moved to table Ordinance 19-01; the motion was seconded by Council Member Melissa Elliott. The motion passed with three votes in favor (Williams, Coffey, Elliott) and two opposed (Burnette, Daeke); Council Members Rainey, Simmons and Daye were absent. The item will return for further consideration at the next regular meeting.
