Caribou County commissioners approve tax cancellations, grant and indigent rulings; direct snow-removal negotiation

At its Nov. 25, 2013 meeting, the Caribou County Board of Commissioners denied indigent application 201404 and approved 201405, canceled taxes on two parcels and refunded an $810 landfill fee, approved claims and payroll totaling $383,634.84 and $156,206.98, signed a $10,539.36 Emergency Management Program Grant and directed a resident to negotiate a snow-removal contract.
The Caribou County Board of Commissioners met in regular session on Nov. 25, 2013, and took a series of routine fiscal and administrative actions, including decisions on indigent applications, tax cancellations and a grant signing.
During the morning session, Denise Horsley, the county indigent director, presented liens and two applications. Commissioner Phil Christensen moved to deny application 201404 on the ground that Caribou County was not the obligating county; Commissioner Mark Mathews seconded the motion and it carried unanimously, denying application 201404. Commissioner Mark Mathews then moved to approve application 201405 as medically indigent; Commissioner Christensen seconded and the motion carried unanimously, approving application 201405.
County Treasurer Diane Crawford presented tax and fee items. The board voted to cancel taxes on Parcel 10000430040 in the amount of $1,206.80 and to refund a landfill fee of $810.00 for years 2004 through 2012 on Parcel RL35140; the board also approved cancellation of taxes on Parcel P1PRS100000013. All tax- and fee-related motions were moved by Commissioner Mathews, seconded by Commissioner Christensen and approved by the full board.
The commissioners approved payment of claims totaling $383,634.84 and payroll claims totaling $156,206.98 and approved the Nov. 12, 2013 minutes as presented. The expenditure activity detail presented by the clerk showed a general fund current expense total of $95,796.72 and a report grand total of $383,634.84, consistent with the approved claims.
The board signed the 2013 Emergency Management Program Grant for $10,539.36. Building-maintenance supervisor Randy Stephens reported that the courthouse remodel is progressing with only a few problems and requested permission to purchase outdoor Christmas decorations; the board agreed to that purchase. Connie Petersen provided the Caribou Senior Center quarterly report.
Resident Bill Ercanbrack asked the board to arrange snow removal for his home on Call Road in Wayan; the board directed him to contact Kim Spencer to negotiate a snow-removal contract. The meeting adjourned at 11:30 a.m.; the board scheduled its next regular meeting for Dec. 9, 2013, at 9:00 a.m.
Actions recorded in the minutes included formal votes on the indigent applications, three separate tax-cancellation/refund motions, approval of claims and payroll, the addition of two people to the agenda, and the signing of the Emergency Management Program Grant.
