Broken Bow council adopts new water use fee; city rate stays below peer average

The Broken Bow City Council adopted Ordinance 1293 on Dec. 10, 2024, raising the municipal water use fee. The measure passed by a unanimous roll call vote of Councilmembers Russ Smith, Travis Kleeb, Joe Wamsley and Paul Holland.
City Administrator Dave Schmidt told the council the city had performed a water rate study of peer communities with populations of 1,500–5,000 and found an average rate of $20.19. "After the rate increase, Broken Bow would be at $19.26," Schmidt said, noting that the new rate would remain below the peer average. No members of the public spoke during the hearing.
The council opened a public hearing on the ordinance at 6:10 p.m. and closed it at 6:12 p.m. before voting to adopt the ordinance. The ordinance is titled "AN ORDINANCE OF THE CITY OF BROKEN BOW, NEBRASKA ESTABLISHING THE WATER USE FEE," and will be published according to city procedure.
The vote followed a motion by Councilmember Paul Holland and a second by Councilmember Russ Smith. The council did not record any amendments or conditions on implementation during the meeting. The council did not identify an effective date in the meeting minutes; implementation details and publication will follow the ordinance's provisions.
