Commission backs rezoning for Winston Cox Waterworks to bring nonconforming use into compliance

The Planning and Zoning Commission recommended approval, 6–1, of Z2615, a rezoning request to change a roughly two-acre parcel near US 380 from R-2 to Light Industrial to regularize an existing nonconforming office and outdoor storage use.
Sean Jacobson, senior planner, told the commission the rezoning aligns with the recently amended future land use map designating the area as light industrial and that staff’s review found the application met the criteria for zoning change. Jacobson said the site sits near other commercial and industrial uses and that an SUP will be required if the applicant seeks formal outdoor storage allowances.
There were no public speakers in opposition or support during the regular-session hearing; staff said neighborhood meeting notice produced no attendees. Commissioner Dyer moved to recommend approval to City Council and the motion passed 6–1.
Because outdoor storage will require a later Specific Use Permit review, staff said additional conditions and buffering could be imposed at that stage to protect the one adjacent residential property to the west.
