County development agency committee approves $41.8 million urban renewal budget

The North Clackamas fund remains the only active tax‑increment collection; other levy areas have terminated and their remaining balances are being used to complete projects. Key items discussed included debt service, transfers from increment (savings) accounts into operating funds for construction activity, and the planned phase‑2 Sunnyside/82nd capacity and safety improvements once additional revenues are secured.
Committee members asked about maintenance responsibility after construction; staff said statute prohibits using development agency funds for maintenance and that maintenance responsibilities transfer to Transportation Maintenance or to adjacent property owners per agreements. The committee closed the public hearing (no public comment) and approved the budget 8–0.
