Resident asks council to study data-center impacts and consider moratorium; staff says city would need time to examine options

During the public-comment period, Barb Nace of 150 Langdale Drive told council she is hearing rumors of a large hyperscale data‑center project in the region and asked whether the city could impose a moratorium to study the impacts on health, safety, land use and agriculture.
"Can the city council do that? I'll let them study the effects of data centers," Nace said, noting other nearby municipalities had placed moratoria to study impacts. She asked the council to consider transparency and protections and provided the council with a handout.
Council and staff responded that, hypothetically, a moratorium is possible but the administration would need time to research how it would work under the city’s code and in light of pending state legislation. Staff and Nace cited several state bills under consideration that address grid reliability and long-term agreements with utilities; staff said those proposals are being monitored and that the city would pass Nace’s materials to the city administrator for follow-up.
A later speaker, Drake Amber, asked whether a data-center project is currently being considered in Defiance; staff replied that none is under consideration at this time.
