Kings Mountain council accepts $140,000 Safe Streets grant, backs $2.495M water project funding and repeals demolition order

City Engineer Mark Breen said the project cost is $175,000, with $140,000 funded by the grant and $35,000 to be appropriated from the city’s general fund; council authorized the City Manager to sign the agreement and appropriated $35,000.
Council also adopted a resolution supporting submission of a FY27 Community Project Funding grant application seeking $2,495,000 to assist with critical improvements to the water treatment plant. City Manager Todd Carpenter said the federal funding could cover roughly 80% of the project with a local match estimated at $499,000 if the grant is awarded; the resolution expresses the city’s support for applying through the office of Congressman Tim Moore.
The consent agenda further included adoption of minutes from the Jan. 13, 2026 meeting and acceptance of a Certificate of Sufficiency from the City Clerk to set a public hearing on March 24, 2026 at 6:00 p.m. for a voluntary contiguous annexation at 416 Dixon School Road (Cleveland County parcel 59453).
Closed session and subsequent action: Council entered closed session to consult with the City Attorney regarding M.E. Brown Enterprises, LLC v. City of Kings Mountain under N.C.G.S. § 143-318.11(a)(3). After returning to open session, council adopted Ordinance 26-12, repealing Ordinance 26-02 which ordered demolition of 200 East King Street.
