The Danville City Commission on May 26 authorized a Kentucky Infrastructure Authority (KIA) assistance agreement for $959,638 to support the Mox Creek Sewer Pump Station Rehab Project and approved a related construction contract.
City staff (Mr. Carrier) told the commission the city received two bids for the project that ranged from $1,110,250 to $1,727,150; the low bidder was Hair Construction. Staff recommended awarding work on bid schedules A and B (wet well and valve vault rehab, site work and piping) with an initial deductive change order of $6,250 that yields a net contract value of $968,750. "We received 2 bids ranging from $1,110,250 to $1,727,150 for this same project," Carrier stated, and recommended award of the $975,000 combination of schedules A and B with the later change order to reach $968,750.
Carrier explained the grant amount is $959,638 and that the city will cover the remaining $9,112 from utilities capital. Commissioners asked about the variance between bids; Carrier said wide bid spreads are not uncommon and noted prior positive experience with the low bidder on another pump-station job.
The commission approved the KIA assistance agreement and the contract award by voice vote. The motion carried and staff will proceed with contract administration and the related grant documents.
What happens next: staff will finalize the contract with Hair Construction and execute grant paperwork; construction scope and schedule will be managed by utilities staff.
