Giddings council amends charter to raise competitive-purchase threshold to $100,000

The Giddings City Council voted unanimously Jan. 27 to adopt Amendment No. 11 to the city charter, increasing the competitive-purchase threshold in Article IX, Section 7 (Lease-Purchase of Equipment) from $50,000 to $100,000 to conform with Section 252.021 of the Texas Local Government Code and Senate Bill 1173, which took effect Sept. 1, 2025.
Interim City Manager Heather Garner presented the Charter Review Commission's recommendations and urged the council to add Amendment No. 11 to make the charter consistent with the updated state statutory threshold. Mayor Pro-Tem Alan Casey moved to approve the amendment; Council Member Jacob Janda seconded the motion, which carried on a 4-0 recorded vote (Ayes: Casey, Pruitt, Janda, Rinn; Nays: None).
Council also discussed a separate recommendation from the Charter Review Committee to extend the time a city manager has to establish residency (changing the existing 90-day requirement to 180 days and potentially allowing mileage outside city limits). No council member moved to amend the residency requirement, so no action was taken on that proposal.
The amendment will be included on the special election ballot referenced elsewhere on the agenda. The mayor and staff noted the charter change is intended only to align local procurement thresholds with the state law enacted in SB 1173.
