Staff presented an annexation and utility-extension request (AX202602) for a 5.189-acre property at 396 Williamson Road proposing 39 attached residential units and a commercial outparcel. Staff identified the owner as Mooresville Hospital Management Associates Inc. and the applicant as Matthew Gallagher of Blue Hill Development; utilities placed the site in tier 1 of the growth map for water with extension, but said gravity sewer extension will require a developer to obtain an NCDOT encroachment permit and construct downstream capacity improvements to town standards.
