James Coley presented Brentwood Phase 5 (CZ2513), a conditional rezoning request to permit 99 single-family detached dwellings on an 85.951-acre site at 141 Black Angus Lane. Coley said the applicant reduced the unit count from 111 to 99 and removed a previously proposed rear public connection; the applicant also agreed to construct a traffic signal at Faith and Shears per NCDOT standards before issuing the first building permit and to dedicate the parcel containing the existing community well to the Hampshire Homeowners Association.
Coley told the board that planning staff and the applicant held multiple neighborhood meetings addressing traffic, utilities, stormwater and density, and that the planning board had previously unanimously recommended denial in August before the board denied the case in December; a waiver to rehear was approved in March and the plan returned to the planning board in May. Staff noted that, if annexed, the property would be in voting Ward 1 and that utilities and emergency services could serve the site once required infrastructure is in place.
Board members asked for a brief summary of changes from the prior submission; Coley reiterated the reduced unit count, removal of the rear connection, the signal commitment and the dedication of the well parcel. No formal vote was recorded during this session; the board will consider the case again as scheduled on the agenda.
