Staff described inspections and correspondence with the applicant, Elizabeth (Liz) Jackson, and said close inspection showed only small traces of paint on many bricks rather than 50 percent coverage of the facade. Staff noted that masonry which has not been previously painted should not be painted and that facades that retain more than 50 percent existing paint may be repainted.
Jackson told the commission she had examined close-up photos and believed more than 50 percent of bricks retained paint and that painting would make the house consistent with the street. Commissioners and staff reviewed photos and discussed masonry-cleaning alternatives and the long-term effects of painting brick (staff warned painting can trap moisture and damage brick). Commissioner [speaker 9] moved to uphold the staff determination and deny the COA; the motion was seconded and carried.
The commission will provide instructions to the applicant about appeals and next steps and will document the record with the submitted photographs.
