Jefferson County approves volunteer-run First Mile/Last Mile program, says service will be grant-funded and aims to start mid-May

Jefferson County legislators on April 7 approved an agreement with Volunteer Transportation Center, Inc. to provide First Mile/Last Mile rural transportation services connecting riders to the county's bus network. The contract is for an amount not to exceed $258,640 and runs April 1, 2026 through Feb. 29, 2028.
During discussion, Legislator Daniel R. McBride asked when the program would begin. Legislator Christopher S. Boulio said a soft target start is mid-May and that recruitment of volunteer drivers is underway. County Administrator Piche confirmed the program will be fully funded by New York State Department of Transportation grant funds and requires no county local funds.
The Board approved the agreement by roll call vote and amended the 2026 budget to recognize related federal aid and local donations as presented. County staff will finalize contract documents and begin driver recruitment and program implementation steps ahead of the planned May start.
