Jefferson County signs host community agreements for five Chaumont-area solar sites, county share about $36,225 annually

Jefferson County's Board of Legislators on April 7 approved Host Community Agreements with five NSF Chaumont site LLCs for proposed solar energy systems and battery storage in the Town of Lyme and Village of Chaumont. The projects submitted RP-487 tax exemption applications and are eligible because the county has not opted out of RPTL Section 487.
The agreements call for a Host Community Benefit Payment of $3,500 per megawatt AC annually for the five sites (combined nameplate capacity 23 MW AC). The payment will be shared pro rata among taxing jurisdictions; the county's agreed allocation is 45% of the $3,500 per MW amount, producing an approximate county annual payment of $36,225. Agreements run for eleven years beginning Jan. 1, 2027, matching the remainder of the RPTL exemption term. The Jefferson County Industrial Development Agency will administer payments for an annual administrative fee of $300 per site.
Legislator Daniel R. McBride introduced the resolution. The Board recorded a unanimous vote in favor of the agreements. County staff will route the agreements for County Attorney review and execution by the Chairman.
