Commission approves flat storm windows at 628 Nelson, tables sandstone-step decision

The Newport Historic Preservation Commission voted to approve replacement of curved storm windows with dark-gray or black flat-pane storm windows at 628 Nelson while tabling a decision on whether to replace or repair the property’s deteriorated sandstone front steps.

Staff described 628 Nelson as a Queen Anne house with historic bowed wood windows on a tower and sandstone steps showing significant deterioration. Staff said bowed storm windows would be expensive and difficult to source; the applicant included a quote from Allied for six bowed storm windows at $12,000 and estimated installation could range from about $15,000 (uninsured) to $36,000 (insured).

The applicant (Braylen) told the commission earlier repair attempts with concrete and patching had not held and that patches tended to break out after a year or two. “It patches, but it breaks apart really quickly,” the applicant said, describing past unsuccessful repairs and concerns about underlying water damage.

Commissioners discussed repair mortars, the possibility of flipping steps, and the liability of contractors doing that work. Commissioner [speaker 10] moved to table the sandstone-steps portion of the COA so the applicant could gather bids, explore specialist repair options, and return with more information; that motion passed. On the windows, Commissioner Ramler moved to approve installation of flat pane storm windows as part of COA HP2600388 with the condition that the storm frames be dark gray or black to match trim; the motion was seconded and carried.

The commission instructed staff to work with the applicant on materials recommendations for masonry overlay options and to follow up with the applicant on paperwork and next steps.

The sandstone-step decision remains tabled pending contractor evaluations and cost estimates; the windows may proceed under the COA conditions.
