County moves to demolish condemned Deferiet Paper Mill; authorizes air monitoring for Abbass Foods demolition

Jefferson County's Board of Legislators on April 7 took two separate actions addressing deteriorated industrial properties and the environmental precautions around demolition.
First, the Board adopted Resolution No. 122, designating the Deferiet Paper Mill demolition as a SEQRA Type II emergency action. The County took ownership of the foreclosed Deferiet mill site in 2024, condemned unstable structures and cited RESTORE NY funding as supporting the emergency demolition to stabilize the site and remove safety hazards. The resolution authorized the Chairman to execute required documentation and declared no further SEQRA review necessary for the demolition activities.
Second, the Board approved Resolution No. 123 to contract with Green 2 Green Consulting LLC for community air monitoring, perimeter sampling and TCLP sample analysis during Phase 2 demolition of Abbass Foods Buildings 2 & 3 in Evans Mills. The contract amount is not to exceed $58,862 and will support full-time project monitoring and lab analysis to detect and mitigate airborne and hazardous-material risks during demolition.
Both resolutions passed with the votes recorded in the meeting minutes. The actions reflect the county's dual focus on removing known public-safety hazards and deploying environmental monitoring during active demolition work.
