Herriman staff warns of downward fund-balance trajectory as debt service climbs; council asked to prioritize capital

City staff presented the manager-recommended FY20272028 budgets and a long-term model that shows the general fund trending toward a significant shortfall when projected debt service and committed impact-fee obligations are included.
Kyle (staff) and other finance staff walked the council through a chart showing a projected fund-balance decline toward and below target levels. "Really the one to keep your eye on ... is kind of this blue dot gray dash gentle slope towards an beyond 0," a staff member said while pointing to the projection. Staff summarized that about $3.4 million in debt service is projected in 2029, driven largely by anticipated capital projects including a potential Public Works building.
Staff told the council many impact-fee funds are already committed and that the general fund would need to cover projects that previously relied on impact fees. "A lot of these projects ... are gonna have to compete for general fund dollars," a staff member said. Councilors and staff discussed options including phasing projects, delaying components, saving maintenance funds for targeted capital, and holding an off-cycle capital-prioritization meeting in the fall.
Councilors asked whether a property-tax increase could close the gap; staff said that even doubling the property-tax yield would not fully cover the projected bond payment for the public works building. Staff recommended the council adopt an interim budget at the next meeting for items that must be advanced under new state law and hold public hearings and final adoptions in August for the hospital/conference center (HCC) and other funds that require it.
The council did not adopt a final budget at the work meeting but was urged to return with questions at the next meeting and to expect an off-cycle capital discussion this fall.
