Committee forwards several ordinances and board appointments to full council; Sister Cities codified in city code
Summary
The committee voted to forward multiple papers — including code changes for the Public Utilities & Services Commission and an ordinance to codify the Sister Cities Commission — and approved several appointments and reappointments to city boards and commissions; staff will follow up with detailed accounting and a June agenda item for DPU.
At its May meeting the Governmental Operations Standing Committee voted to forward several ordinance papers and multiple appointment recommendations to full council with recommendations to approve.
Ordinances forwarded with recommendation to approve included:
- Ordinance 2026-091: Amendments to duties and quorum rules for the Public Utilities and Services Commission (removes a five-subcommittee requirement and defines quorum as a majority of members appointed rather than seats filled). Staff said the change is intended to make the commission more efficient in the face of attendance and quorum challenges.
- Ordinance 2026-116: Codification of the Sister Cities Commission into city code (moving the body from resolution to ordinance), preserving current members, and changing appointment authority so the mayor appoints two of 13 members. Sheridan Will Perkins, speaking on behalf of the lead patron, said vacancies were left intentionally pending adoption and that current members would roll forward.
The committee also forwarded staff recommendations for appointments and reappointments across multiple boards and commissions, including the Central Virginia Waste Management Authority alternate seat, the city personnel board reappointments (Betty Burrell and Linda Jackson Shaw) and new applicants (Glenda Cooper and others), Clean City Commission candidate Teresa Ash, and recommendations for Ryan Duckett and Andrew Krake to the Public Utilities and Services Commission. The committee continued consideration of Sister Cities vacancies pending the ordinance's adoption and directed staff to provide budget and visibility information requested by members.
Staff said follow-up will include a June agenda item from DPU about a new customer information system and an elections office update. Committee staff will distribute meeting follow-up notes and next steps to members.
