Richmond council orders studies on housing registration and city property purchase for affordable housing

Richmond City Council voted to adopt two resolutions directing city staff to study regulatory and acquisition options to support affordable housing.
Resolution 2026‑R021 asks the CAO to direct Planning and Development Review to study the feasibility of creating a registration system for nonprofit housing providers to identify units reserved for affordable tenants and to consider how affordability restrictions should be recognized for property valuation. Council amended the measure to request that for‑profit housing providers also be included in that study.
Separately, resolution 2026‑R022 tasks the Department of Housing and Community Development with a feasibility and method study for the city to purchase real property for development of affordable housing and with written recommendations for implementing the findings; council approved an amendment modifying the recommendations’ due date.
Both resolutions were called up for public hearing; no speakers came forward in favor or opposition during the public hearings on those items. Council considered the amendments on the floor and approved the resolutions as amended.
Council members framed the measures as studies and policy-development steps, not immediate regulatory actions. The studies are intended to return written recommendations to council with options for implementation, including whether an ongoing registration approach or targeted acquisition strategy should be pursued.
