Committee forwards VDH local-government agreement; members ask for outcome metrics on public-health funding

The committee voted to forward ordinance 2026-111, authorizing the execution of a local government agreement (LGA) with the Virginia Department of Health to fund public-health services provided by the Richmond City Health Department for FY '26.
Dominic Barrett, senior policy advisor in the DCO for Human Services, said the LGA "details the services provided by Richmond City Health District, and authorizes us to provide annual funding to the health district," and that the dollars in the agreement have already been appropriated in the FY '26 budget.
Council members used the discussion to press for more timely outcome information. One council member noted that a $4,000,000 investment in the health department requires more than indicators and asked for outcome measures and benchmarks the city can track. Deanna Krautner, chief operations officer for the health department, said the community health improvement plan had been published that day and that the department is developing a regular performance snapshot it can share more frequently than an annual report.
Krautner also said community health workers continue to provide services at resource centers and WIC clinics in the South Side after a local site closed, and she agreed to continue discussions with the city about how services will be scheduled across community centers. Councilmembers also requested detail on gun-violence-prevention strategies and how those efforts connect to funded programs.
Councilmember Kim moved to forward the ordinance and Councilmember Bridal seconded; the committee approved the motion.
The committee asked the administration and health department to provide outcome data and the community health improvement plan ahead of the next EHS meeting.
