Several board members, and a coalition of homeowners associations represented by Jenna Heiderman, said turnout felt low and that the plan should prioritize resiliency, clarify subjective terms like “character,” and include stronger coordination with Collier County.
After an extended debate over participation levels, statutory timing and the scope of proposed actions, the board disapproved the transmittal ordinance as presented and passed a separate motion asking council to reopen public comment, invite targeted engagement with HOAs and other stakeholders, and return results to PAB by the board’s November meeting so consultants can prepare an amended draft for council consideration.
