Operations report: Clam Pass dredging completed; sidewalk corrections and operations building moving forward

Staff reported completion of mechanical dredging at Clam Pass (12,000–13,000 cubic yards removed), sidewalk repairs to meet ADA compliance, footings poured at a new operations facility and that financials and most projects remain on budget; change orders on the sidewalk irrigation remain under review.
At the July 10 meeting Chad (operations staff) reported that the contractor finished mechanical dredging at Clam Pass and reopened flow through the pass; the crew removed an estimated 12,000–13,000 cubic yards in that mechanical operation, less than the 15,000 cubic yards originally bid for a hydraulic dredge.
Chad said the contractor — EarthTech Enterprises for the dredge work and Wildcat Construction for the operations-facility demolition — completed the work efficiently and staff will review post-construction survey data to determine if a subsequent hydraulic dredge is warranted. “We did have a very good contractor, EarthTech Enterprises. Very efficient,” Chad said.
On sidewalks, staff said Phase 2 is complete and crews are now correcting locations that did not meet ADA slopes or other inspection requirements; several change orders remain to be processed, and the owners’ allowance for some irrigation costs has been largely used.
Chad also reported the new operations facility footers were poured and stem walls are expected in the coming weeks; the field team is operating out of temporary trailers in the interim.
Financially, staff said salaries and field operations are on budget, the division purchased a replacement beach rake from capital funds, and assessment revenue collections are roughly 96–97% year to date. Board members noted the sidewalk change orders may require additional funding and asked staff to return with cost details if needed.
Next steps: staff will share survey quantities from the dredge, process sidewalk change orders and report back if additional funding or a hydraulic dredge is recommended.
