The council approved a resolution on May 18 authorizing termination of a state-funded agreement with the Florida Department of Transportation (FDOT) tied to the West Winterberry Bridge beach access.
Public Works explained bids for full replacement came in at roughly $8.7 million while city funds plus the FDOT reimbursement totaled about $3.7 million, leaving an approximately $5 million shortfall. Staff presented the alternative of a rehabilitation that would extend the structure’s life by an estimated 10–15 years and cost roughly $350,000; the council had previously chosen the rehabilitation option and approved associated work in 2024.
Justin Martin told the council the FDOT grant was a reimbursement-type award; because the city did not construct the replacement, no reimbursement funds were received and no city funds were expended toward replacement. The resolution authorizes formal termination of the FDOT agreement (state-funded agreement 450848-1-54-01). The motion to approve the termination passed on a roll call vote (7–0).
A registered speaker, Randy Egan, later praised staff for saving the city money on the bridge work.
