Farnsworth recommends Hawkeye Environmental for asbestos testing at three county buildings

Farnsworth Group recommended March 26 that Dallas County hire Hawkeye Environmental to perform asbestos testing and prepare removal requirements and abatement contract documents for three county buildings in Adel: 902 Court Street, 100 Nile Kinnick Drive N, and 210 N. 10th Street.
The consultant’s procurement memo compared four proposals. Hawkeye’s bid totaled $7,150 and the company indicated it could complete sampling and reporting in about 10 working days; other bids ranged higher in cost and schedule. Farnsworth’s letter to the board recommended awarding the work to Hawkeye Environmental on the basis of cost and proposed schedule.
The professional services agreement attached to the board packet details scope, inspection protocols (NESHAP/EPA methods and PLM lab analysis), insurance requirements, payment terms and project design deliverables. Hawkeye’s proposal and contract language state that an Iowa‑licensed asbestos Project Designer will prepare any abatement project design and that sampling and reporting will follow EPA and state protocols.
If the contract is executed, the county will receive survey reports that identify asbestos‑containing materials and a written project design that contractors can use to bid abatement work. The packet also notes that destructive testing and temporary roof patching may be required if hidden materials are encountered during sampling.
