Dallas County adopts five-year roads plan and awards multiple road and culvert contracts

Dallas County supervisors on March 31 adopted a five-year road construction program and fiscal 2027 secondary roads budget and approved awards for a series of county road projects, the board's minutes show.
The board adopted Resolution 2026-0030 after closing the public hearing on the Secondary Roads Five-Year Program and budget. The resolution approves the program and the fiscal 2027 secondary roads budget as presented, and took effect immediately upon adoption. The motion to adopt passed unanimously.
Following the program adoption, the Road Department presented bid results and the board approved a string of contract awards. For the H Avenue Bridge replacement over Panther Creek (project L-C025(J-40)--73-25) the board accepted the low bid from Herberger Construction Co., Inc. The board also accepted a bid from Grimes Asphalt and Paving Corporation for the 288th Street hot-mix asphalt pavement project (project L-C025(K-61)-73-25). Several precast concrete box culvert material bids were awarded to Midstates Precast Products or Rinker Materials depending on the work order: the 200th Street and Sportsman's Club Road orders and the 335th Street order (work orders and project codes as recorded in the county resolution notices).
All awards were approved on motions by board members and carried by unanimous vote. The minutes record the engineer's estimates alongside the chosen bids and state the Road Department recommended acceptance of the successful bids; the chair was authorized to sign all applicable contract documents.
The actions taken allocate work across multiple contractors and continue projects listed on the county's five-year construction plan. The board did not record any dissenting votes or amendments to the recommended awards during the meeting.
The county's next steps include contract execution with the awarded firms and the continuation of scheduled project administration by the Dallas County Road Department and the county engineer.
