Resident reports airborne particulate; council asks staff to check with DEC

John Clack, who gave his address as 554 East Main Street, told the City Council he had put particulate matter into a plastic bag and brought it to the conference meeting as evidence of an ongoing air quality problem near Liberty Square apartments. He said he has video he believes shows someone striking pipes to release the material into the air and told the council the VFW has experienced the same issue.
"I suffer from a respiratory condition from this same type of matter," Clack said, and asked the city to test and investigate how deeply the material is embedding in residents.
Council President Jankowski asked Mrs. Tabelski to follow up with Clack and to check with the New York State Department of Environmental Conservation (DEC). Councilmember Twichell said he has also observed dust in the area and welcomed DEC involvement.
The council did not take formal action at the conference meeting; staff were directed to investigate and to report back so that any necessary health or enforcement steps can be considered at a future meeting.
