Dallas County approves five-year roads program and awards multiple construction contracts

The Dallas County Board of Supervisors moved forward March 31 on a multi‑year secondary roads program and a slate of construction contract awards for 2027 work while placing the FY2027 Secondary Roads budget on the record.
The board adopted the county’s five‑year road construction program and approved the Secondary Roads Budget for fiscal 2027, which lists projected receipts (including local option sales‑tax transfers and road‑use taxes) and total proposed expenditures across administration, construction, maintenance and equipment. The budget shows total receipts of roughly $17.97 million and planned roadway expenditures of about $14.08 million for FY2027.
At the meeting the Road Department also presented a series of low bids and recommended awards for projects included in the program. Major awards and recommendations included:
• H Avenue bridge replacement (Project L‑C025(J‑40)‑‑73‑25): three bids opened; Herberger Construction Co., Inc. was the low responsible bidder at $523,330.30. The board moved to accept the engineer’s recommendation to award the contract to Herberger.
• 288th Trail HMA pavement (Project L‑C025(K‑61)‑‑73‑25): the low bidder was Grimes Asphalt and Paving Corporation ($684,572.59); county staff recommended awarding the paving contract to Grimes.
• Multiple precast box‑culvert materials contracts and short culvert projects (work orders including #1317, #1530, #1526, #1717, #2171): the low materials bidders were Midstates Precast Products and Rinker Materials on various work orders; the road department recommended awarding those materials contracts to the low bidders.
County engineers presented project plans and DOT letting summaries for each item and documented DOT project and bid tabulation details where applicable. The resolutions on awards instruct the chair to sign contract documents and authorize staff to proceed with contract administration.
The board’s packet and engineering exhibits include traffic control, NPDES storm‑water notes, project schedules and contract liquidated‑damages dates for each awarded contract; detailed bid tabulations are in the record.
