Dallas County issues RFQ for Auditor office renovations, seeks CMaR teams

Dallas County on March 31 released a Request for Qualifications seeking Construction Manager at Risk (CMaR) services for planned renovations to its Auditor offices at 100 Nile Kinnick Drive N and 210 N. 10th Street in Adel and related work at 902 Court Street.
The RFQ, posted by the county’s Director of Finance & Operations Rob Tietz, calls for statements of qualifications due by 10:00 a.m. CDT on April 23, 2026, with a non‑mandatory pre‑submittal conference and site tours scheduled for April 8. Firms that score at least 80 points under the RFQ’s published evaluation criteria will be invited to submit proposals in a subsequent RFP phase.
The county provided preliminary project scopes and budgets in the solicitation. Farnsworth Group’s materials list the new‑office renovation as roughly 11,500 square feet with preliminary direct construction costs estimated at about $1.276 million, and the existing office renovation at about 6,290 square feet with a preliminary direct cost near $246,000. The RFQ notes a tentative overall program budget of approximately $2.4 million when contingencies, fees and general conditions are included.
The solicitation requires proposers to submit detailed statements of qualifications addressing relevant project experience, past performance, safety record, proposed personnel and preconstruction methodology. The RFQ specifies attachment and insurance requirements and incorporates a modified AIA A133 agreement; the County says the agreement and insurance limits will not be changed during negotiations except as allowed by the RFQ attachments.
The RFQ sets a schedule to issue an RFP to qualified respondents on May 5, 2026, with proposals due by May 14 and tentative interviews the week of May 20. The county anticipates recommending an award to the Board of Supervisors on May 26 and executing a contract at a June 9 board meeting.
The RFQ lists Rob Tietz as the contact for questions and clarifications and states that written answers and any addenda will be posted on the Dallas County website.
