Authority awards $516,876 Hilltop Road sewer contract, seeks additional DEP EDUs as flows decline

The Lower Pottsgrove Township Authority on July 25 voted 4-0 to award the Hilltop Road sewer replacement project to Joao & Bradley for $516,876, subject to solicitor review of bid documents. Engineer Fred Ebert said Joao & Bradley completed Phase 1 of the hilltop work without change orders, reducing unknowns for the follow-on phase.
Ebert reported that the Authority’s CAP draft has had follow-up calls with the Pennsylvania Department of Environmental Protection and that the Authority requested 430 additional EDUs but expects DEP may authorize about 400 due to caution about over-allocation. He said monthly flows have dropped to about 30 million gallons (June), down from about 39 million in June 2023, which Ebert attributed to dry weather and the effectiveness of recent pipeline lining projects that have reduced base infiltration and inflow to nearly zero.
The board also unanimously allocated one EDU for a grinder-pump hookup at 374 Nester Drive; fees had been paid and revised plans submitted. Joe McGeehan said the Authority will also pursue one EDU for the Lower Pottsgrove Sportsmen's Association and will discuss permitting and requirements with Engineer Ebert after the meeting.
