Authority reports CAP submittal to DEP, seeks about 430 additional sewer connections

Lower Pottsgrove Township Authority members heard an update June 10 on a Corrective Action Plan (CAP) the engineer submitted to the Pennsylvania Department of Environmental Protection.
Engineer Fred Ebert said DEP returned the CAP with comments and that he had scheduled a follow-up meeting with DEP on June 12. "He stated he was trying for four hundred thirty (430) additional EDUs," Ebert reported to the board.
Members discussed operational constraints that affect the Authority’s ability to accept more connections. Ebert and Manager Edward Wagner recapped a May 30 site visit to the Borough of Pottstown treatment pump house and said Pottstown’s bypass should not reduce Lower Pottsgrove’s hydraulic capacity. Ebert said the Authority has experienced automatic shutdowns when pumping to certain levels and that staff will test pumping to permanent capacity with operator-to-operator communication to determine whether variable-frequency drive (VFD) programming or manual actions are causing the shutdowns.
Ebert also reported system flow trends: monthly flows had fallen to about 37 million gallons in the most recent period, down from 113 million gallons in January and 69 million gallons in April, suggesting groundwater infiltration is variable. He described an earlier meter outage on Industrial Highway that required manual totalizer photos until the meter was fixed on May 15, at which point he used averaged flows to account for a reset.
Ebert said he resubmitted a review letter for Royal Farms to DEP on June 4 and responded quickly to a minor request for clarification; he told members that Royal Farms’ Operation & Maintenance Agreement has been signed and funds received. No formal approvals by DEP had been announced at the June 10 meeting.
