Council committee advances plan to buy automated trash trucks and raise solid-waste rates

Committee members voted to forward a solid-waste modernization plan to finance after staff described equipment costs, proposed rate changes and projected personnel savings.

The service department’s presenter said the city plans to buy two single-operator automated trucks and provide a 90-gallon cart for each household. On the packet staff listed a five-year truck payment of $251,293.87 per year and a $200,000 down payment/trade for two trucks; staff said the change could produce approximately $157,287 in personnel savings over time.

According to staff numbers presented to the committee, the current solid-waste revenue was listed as roughly $66,088 per month; with a $1 monthly rate increase staff projected new monthly receipts of about $81,212 and a yearly increase of roughly $181,488 (figures in the packet included additional line-item detail). The presenter said they would return more-detailed commercial-account counts and proposed changes to dumpster pricing before final legislation.

Staff explained cans will remain city property and be assigned to households; extra cans or additional service would carry additional fees. The committee discussed equity questions — particularly whether commercial dumpster customers were effectively subsidized — and asked staff to supply counts and cost-per-stop analysis before legislation.

The committee approved forwarding the proposal to finance by voice vote so finance can vet funding and any emergency request.

Next steps: staff will supply commercial account counts and dumpster-usage figures to committee and finance; finance will consider legislation and funding arrangements.
