Committee presses contractor on boilers, RTUs and Carrier response; retainage to be held until performance verified

Contractor Downs Construction told the Bloomfield Library Building Committee that boiler 1 is operating as designed, that boiler pump 2 was removed for vendor inspection and that boiler pump 3 is scheduled for repair; a formal vendor report on pump failures is expected within days.
Anthony of Downs said the prime contractor and subcontractors provide an 18‑month workmanship warranty measured from last July’s substantial completion and that he will deliver a parts-and-warranty matrix to the committee. He said special equipment warranties may range by component and that he will include replacement dates and warranty durations in the matrix.
On rooftop units, Downs said RTU 1 is running after field repairs to burnt wiring and contactors, but replacement parts and a wiring harness remain on order. Carrier technicians are scheduled to return to confirm correct sequencing and VAV/VFD programming; committee members warned that Carrier’s response was slow earlier in the project and urged escalation to corporate contacts if field service lapses.
Several committee members said they are prepared to hold retainage and delay final requisitions until the systems perform. "We have the option of releasing anything month by month," the chair said; committee members supported retaining payment to ensure Carrier and MJ Veil complete the remaining corrective work.
The committee also asked the engineer and commissioning agent (Van Zylm) to provide startup reports, trend logs and an explicit sequence‑of‑operations document so members can verify that resequencing and control changes have been implemented and that the building maintains required temperature and humidity set points.
