Kings Mountain’s City Council unanimously adopted Resolution 26-01 directing the City Clerk to investigate the sufficiency of a voluntary contiguous annexation petition for a 2.356-acre property at 416 Dixon School Road, submitted by Roadside Truck Plaza, Inc. City staff said a Certificate of Sufficiency will be presented at the March 10, 2026 meeting and a public hearing scheduled for March 24, 2026.
Planning Director Henry Earle explained the normal first steps in the annexation process under North Carolina law; City Clerk Karen Tucker confirmed the clerk would issue the Certificate of Sufficiency on March 10 and prepare a resolution scheduling the March 24 public hearing. City Attorney Mickey Corry noted that the purpose of the council vote was to authorize the clerk to begin the sufficiency investigation.
Council also approved a budget amendment to increase the Health Insurance Fund budget by $1.4 million, reflecting stop‑loss insurance reimbursements tied to large medical claims. Financial Director/Assistant City Manager Chris Costner said the reimbursement will be recorded as both revenue and expense, with no impact on the fund balance. The amendment passed unanimously.
