Cavalier County approves personnel, audit and licensing items; appoints incoming Tax Director

At its April 21 meeting, the Cavalier County Board of Commissioners approved multiple administrative and personnel items.
The board approved a Funding Agreement for Clerk of District Court Services presented by Clerk Anita Beauchamp and voted to send a letter to the Clerk of the Supreme Court requesting that Judgeship #6 be filled and that chambers remain in the Northeast Judicial District. Beauchamp asked to close the Clerk of Court office early on May 12; commissioners consented.
Commissioners accepted a proposal from Widmer Roel to perform the 2025 and 2026 audits and agreed with Auditor Lisa Gellner’s recommended changes to the county’s NDIRF insurance renewal. The board approved up to $5,000 in unbudgeted continuing education for State’s Attorney Angelo Mondragon.
On personnel, the board confirmed Paige Welsh had accepted the Tax Director position and allowed a temporary four‑day‑per‑week work‑from‑home arrangement during onboarding; she will start full time after returning from leave on May 12. The board authorized purchase of a laptop from Computer Express for the Tax Director’s office and extended Courtney Clouse’s temporary pay increase through May, to be revisited in June.
The commission approved the Walhalla Country Club Beer & Liquor License and reviewed and approved the audit of claims listed in the minutes. The board decided to cancel its May 5, 2026 meeting and delegated voucher approval to Chairman Austin Lafrenz. The meeting adjourned at 11:00 a.m.
