Votes at a glance: Ennis City Commission actions on June 18, 2024

- G2 and G3 (Chapter 380/3-80 incentive requests tied to TIRZ #3): the public hearings were opened; both items were continued and tabled to July 16, 2024 at 6:00 p.m. after staff noted a TIRZ board vote had been miscounted earlier in the day.
- H1: Resolution naming TxDOT as agent for FAA/TxDOT grant work at Innis Municipal Airport (Foxtrot 41): approved to pursue roughly $7.5–8M in grant funding with EDC match (EDC committed up to $1,000,000 in matching funds).
- H2: Authorization for a $25,000 expenditure for an AWOS weather station at the airport: adopted.
- H3: Agreement with the City of Fort Worth for repair/maintenance of radios (police and fire): adopted; contract may be terminated by either party with 90 days’ written notice.
- H4: Right of first refusal purchase agreement granting the Ennis Professional Firefighters Association first option on the restored 1927 American LaFrance ladder truck: adopted with Commissioner Watson dissenting.
- H5: Contract with North Texas Fire Museum for restoration of the 1927 LaFrance not to exceed $150,000: adopted with one commissioner recorded in opposition.
- H6: Authorize purchase of a 2020 Gradall XL excavator through cooperative purchasing at $349,902: adopted.
- H7: Ordinance amending the FY2024 budget to provide supplemental appropriations totaling approximately $4,760,640 across multiple funds for unbudgeted projects and cost increases: adopted.
- H8: Resolution ordering a special election for Sept. 7, 2024 to elect a mayor pro tem to fill the vacancy (Mayor Pro Tem Holland announced she will step down): adopted. Holland offered a personal statement and the commission thanked her for service.
Why it matters: these votes fund near-term infrastructure projects, accept grant-administration arrangements, authorize capital equipment and heritage-restoration contracts, and set a schedule to fill an elected vacancy. Two large incentive requests that could bring substantial private investment were tabled pending additional procedural review.
