The Ennis City Commission on June 4 moved to rescind a prior award and award the museum façade rehabilitation project to Talbot Rod LLC after staff discovered an error in the apparent low bidder’s submission.
Jessica Diaz, director of the library and museum, told commissioners that DRD Custom Construction’s bid was inconsistent because of a pilot procurement software error: line-item fields were entered as a per-window cost in one place while an attached form showed the full replacement cost, producing a discrepancy in the calculated total. "We have determined after our last meeting that DRD had made an error in their bid submission and was not the best value bidder," Diaz said, and recommended awarding the project to Talbot Rod LLC for just over $62,000.
A commissioner asked for detail about the nature of the error; Diaz explained it stemmed from the new procurement software’s data-entry fields and a mismatched attachment. The commission approved the repeal of the prior resolution and the new award by voice vote.
What’s next: Staff will proceed with contract execution and scope work for the museum façade project.
